These are two rooms with opposite requirements sharing one space. Over a worktop you want neutral 4000K light falling from in front of you, not behind — a shadow cast by your own head is the commonest fault in a kitchen. Over a table you want warm 2700K, hung 30 to 36 inches above the surface so it lights the food without sitting in anyone's eyeline. Under-cabinet strip solves the worktop half more cheaply than any ceiling fitting.
